Position: Russian-speaking legal and human rights Researcher/Policy Analyst

The Toronto-based Canadian HIV/AIDS Legal Network is one of the world’s foremost non-profit organizations dedicated to the promotion of the human rights of people living with and vulnerable to HIV/AIDS, in Canada and internationally. We accomplish this through research and analysis, advocacy and litigation, public education and community mobilization.

We are seeking applications for the position of Researcher/Policy Analyst with a focus on work in the countries of eastern Europe and the former Soviet Union.

Qualifications

The ideal candidate will:

  • have proven skills in legal research and writing;
  • speak and write Russian and English fluently;
  • have proven expertise on legal traditions, legal language usage and legislative development in Russian-speaking settings;
  • have proven project management skills;
  • have experience in policy analysis and advocacy work in HIV/AIDS, human rights, harm reduction or a related field;
  • be driven by a passion for human rights and social justice; and
  • work collegially with others and be capable of working independently with minimal supervision.

Job responsibilities

A principal focus of this position will be laws and policies related to harm reduction in eastern and central Europe and the former Soviet Union, including assisting in the Legal Network’s effort to advocate for human rights-friendly legislation related to harm reduction and the human rights of people who use drugs.

Specific responsibilities include:

  • working closely with and providing technical support to NGOs and sometimes policy-makers in eastern Europe and the former Soviet region on harm reduction and HIV/AIDS-related legal and human rights issues and strategic advocacy;
  • researching and writing documents on legal and policy issues related to HIV/AIDS and harm reduction in the region;
  • delivering presentations, lectures, workshops, as appropriate;
  • responding to relevant media inquiries in English and Russian and preparing commentary articles, press releases and other public statements;
  • coordinating efforts with key partners at the Open Society Institute and other principal partners;
  • representing the Legal Network at meetings with other organizations and government agencies;
  • monitoring developments with legal, ethical or policy dimensions related to HIV/AIDS and harm reduction in the region;
  • managing projects, including project budgets; and
  • assisting as necessary in developing funding applications and budgets in those areas involving research, policy development and advocacy work, and preparing reports on their activities for reports to funders.

The Researcher/Policy Analyst will be a member of our Research and Policy Unit, reporting to the Deputy Director and the Executive Director, and will be based in Toronto with regular travel to countries in eastern Europe and the former Soviet Union.

Salary and benefits

The Legal Network seeks highly-qualified applicants and offers competitive salaries, commensurate with experience, and employer-paid benefits.  The Legal Network will pay reasonable relocation expenses and will assist employees in obtaining necessary work authorization, if required.
